Overview

Services Manager – CGL Liverpool (River)

CGL Liverpool is entering a significant phase of growth and transformation. Guided by CGL’s new strategy, we are developing a treatment system that is world-class, community-connected and built around equity, visibility and person-led care. Through five hubs across the city, we provide high-quality, accessible and trauma-informed support for people, families and communities affected by drugs and alcohol.

This is an important moment for Liverpool. We are strengthening neighbourhood delivery, deepening our partnership footprint and ensuring every community can access support that is responsive, relational and focused on better outcomes.

About the Role

As Services Manager, you will provide strategic and operational leadership across our five hubs and neighbourhood delivery footprints. You will ensure services are safe, effective and compassionate, and that they continually improve in line with our commitment to equity, inclusion, community connection and system integration.

You will:

  • Lead a large, multi-site service with a clear neighbourhood focus

  • Provide values-led leadership grounded in compassion, curiosity and accountability

  • Build a learning culture where staff feel supported to grow, innovate and work in partnership with the people who use our services

  • Strengthen our neighbourhood model to ensure equitable access across diverse communities

  • Maintain high-quality relationships with commissioners, NHS partners, criminal justice, mental health and the voluntary and community sector

  • Champion trauma-informed, person-led and relational approaches across all teams

  • Drive innovation, integration and system development across Liverpool’s treatment system

  • Oversee budget management, reporting, governance and contractual delivery

This is a leadership role at scale — shaping a system that is ambitious for Liverpool and grounded in the belief that people and communities can thrive.

 

Full Time Hours:37.5 per week

Full Time Salary*: TBC per annum dependent on expeirence (based on full time working hours, pro rata for part time hours)

Contract Type: Permanent

 

*Full-time hours at Change Grow Live are 37.5 hours per week. For part-time roles, the salary and payments will be pro rata based on contracted hours.

 

Responsibilities

About You

You will bring:

  • Significant experience leading large or complex services within health, social care or substance use

  • A strong track record of delivering high-performing, outcomes-focused provision

  • Experience managing multidisciplinary teams and leading organisational or system transformation

  • Credibility working with senior partners and cross-system stakeholders

  • Experience in neighbourhood or community-based delivery models (desirable)

  • Excellent communication, strategic planning and problem-solving skills

  • A leadership approach that is open, bold and compassionate, aligned to our values and our new organisational strategy
