Change Grow Live has been commissioned by the City of London Department of Community and Children’s Services to deliver the London Inpatient Detoxification and Stabilisation (IPD) Framework Model. This includes an innovative online portal and a collaborative framework of partner providers, designed to support London residents and those sleeping rough or at risk.

The IPD Framework builds on pan-London commissioning arrangements and aims to expand access to sustainable, inclusive detoxification and stabilisation services. It’s a strategic step forward in tackling health inequalities and improving outcomes for health inclusion groups.

 

Location: London (Flexible/Hybrid)

Full Time Salary: £39,891.91 – £44,471.72 (+ ILW/OLW or Fringe, depending on residence)

Hours: Full time, 37.5 per week

 

Responsibilities

About the Role

As City of London Framework Project Manager, you’ll be responsible for the end-to-end management of this vital provision. You’ll maintain strong relationships with commissioners and consortium partners, ensuring timely placements and seamless care for service users across London.

You’ll be instrumental in enabling effortless access to inpatient detoxification services, empowering individuals to make life-changing decisions and move forward with confidence.

This is a hybrid role, based from home or a local delivery hub, with regular travel to community providers and inpatient units across London. Ideally, you’ll be located within easy reach of the city.

What You’ll Be Doing

Working closely with our National Lead for Detoxification and Rehabilitation, you’ll be supported to:

- Build collaborative relationships with subcontracted partners, commissioners, and referring providers

- Manage referral administration and end-to-end case tracking

- Oversee bed space management and placement logistics

- Support service user choice, communication, and co-production

- Lead on resource management and quality assurance

- Manage a small team and the day-to-day running of an easy-to-navigate online referral portal and webpage

- Deliver induction and training for providers and partners

- Ensure ongoing communications and engagement across the framework

This is a high-profile, inclusive organisational innovation. You’ll need to be proactive, highly organised, and an excellent communicator with a passion for quality service delivery. Analytical skills and a collaborative mindset will be key to managing complex resources and driving continuous improvement.
