We are seeking a skilled and motivated Data Business Partner to lead and develop the data strategy across our Specialist Services Division. In this pivotal role, you will oversee all data management requirements, ensuring accuracy, quality, and compliance with both internal and external standards. As a key member of the division, you will work closely with the Specialist Division Leadership Team, the Central Data & Analytics Team, and a wide range of stakeholders to align data priorities and deliver meaningful insights. Acting as the division’s primary source of data expertise, you will drive improvements in analytical capability, system performance, and the effective use of data to support service user outcomes. The role also involves shaping future data frameworks, fostering collaborative networks, and promoting best practice in data use. This is an exceptional opportunity for a forward-thinking Data Business Partner to influence decision-making, enhance operational excellence, and embed a culture of data-driven improvement across specialist services.

 

Where: Hybrid – home-based with the expectation that staff travel to regional offices or services for planned team meetings. Team members will be allocated to a work location based on their nearest regional hub - in Manchester, Leeds or Brighton and are welcome to work from any of these locations as suits their schedules and preferences.

Hours: Full Time, 37.5 per week, 
Full Time Salary Range: £46,683.60 - £49,950.27 dependant on experience (pro rata for part time)

 

* please note: Full-time hours at Change Grow Live are 37.5 hours per week. For part-time roles, the salary and payments will be pro rata based on contracted hours.

Responsibilities

About the Role:

  • Develop and manage frameworks to ensure timely, accurate data submissions across specialist services.

  • Analyse performance data, provide expert advice, and benchmark outcomes to drive improvement.

  • Collaborate with Data Leads, Managers, and Directors to enhance understanding of performance reporting.

  • Design and implement improvement plans and embed centralised reporting to support positive change.

  • Coordinate data resourcing to maximise efficiency and ensure effective contingency management.

  • Influence and engage key internal and external stakeholders.

  • Lead and coordinate data and system training, including case management, analysis, and presentation.

  • Manage data projects for service implementations, demobilisations, and new business opportunities.
  • Ensure optimal use of data systems and oversee the rollout of new developments.

  • Work closely with the National Data Manager, Central Data & Analytics Team, and IT & Digital teams to maintain consistency, share innovation, and integrate new technologies.

  • Provide specialist guidance and support for specific data systems (e.g. CRiiS) and service areas.

About You:

Essential Education, Knowledge and Experience

  • Proven experience as a data professional within the health and social care sector.

  • Experience of contributing to or being part of a leadership team.

  • Significant expertise in managing and maintaining health information systems.

  • Demonstrated experience in project management, particularly in complex data transfers.
  • In-depth knowledge of the National Drug Treatment Monitoring System (NDTMS).

 

Essential Abilities and Skills

  • Skilled in analysing large and complex datasets to extract meaningful insights.

  • Ability to interpret diverse data sources and build coherent narratives.

  • Strong written communication skills, including report writing, technical documentation, and bid writing.

  • Demonstrated ability to manage change and lead improvement initiatives.

  • Confidence in presenting complex information to varied audiences, including senior and executive teams.

  • Ability to design and implement effective data monitoring and evaluation mechanisms.

  • Deep understanding of both the technical and human aspects of data collection and management.
  • Highly organised planner with excellent resource management and prioritisation skills.

  • Familiarity with Tableau Online or similar visual analytics platforms.

This is a national role with flexibility on location — you can be based anywhere in the UK. Our services are located throughout England, and while many meetings are held via Teams, regular travel may be expected.
